Steele who joined Elgin after being released by Arbroath, has left the club after scoring eight goals in his two seasons in Moray.
Cove manager John Shrean said: "I tried to sign Kevin for Montrose two years ago but he had a better offer from Elgin. I'm delighted to get him this time. He gives us options in both wide areas and can also play through the middle."
